COVID-19 contingency plan

The Resolution of the Council of Ministers No. 2-A/2022, published January 7, amends the applicable measures under the COVID-19 disease pandemic, namely the rules for accessing restaurants and similar establishments, and cultural events.

 

In this context, the following rules were adopted:

Access to cultural events is defined in article 13, which stipulates that access to events of any nature, as well as shows, depends on:

a) The presentation of the EU COVID Digital Certificate admitted under the terms of Decree-Law No. 54-A/2021, of June 25, in its current wording;

b) The presentation of proof of vaccination attesting to the complete vaccination schedule pursuant to paragraph 2 of article 4 of Decree-Law No. 54-A/2021, of June 25, in its current wording, proving that the person has been fully vaccinated for at least 14 days, with a vaccine against COVID-19 with marketing authorization pursuant to Regulation (EC) No. 726/2004 of the European Parliament and of the Council, of March 31, 2004, whose recognition has been determined by the order provided for in paragraph 2 of article 5 of Decree-Law No. 54-A/2021, of June25, in its current wording;

c) The presentation of proof of a laboratory test with a negative result, and this test must comply with the requirements set out in subparagraphs i) or ii), as applicable, of subparagraph b) of paragraph 1 of article 4. of Decree-Law No. 54-A/2021, of June 25, in its current wording.

 

Access to restaurants and similar establishments, regardless of the day of the week or time of day, depends on:

a) The presentation of the EU COVID Digital Certificate admitted under the terms of Decree-Law No. 54-A/2021, of June 25, in its current wording;

b) The presentation of proof of vaccination attesting to the complete vaccination schedule pursuant to paragraph 2 of article 4 of Decree-Law No. 54-A/2021, of June 25, in its current wording, proving that the person has been fully vaccinated for at least 14 days, with a vaccine against COVID-19 with marketing authorization pursuant to Regulation (EC) No. 726/2004 of the European Parliament and of the Council, of March 31, 2004, whose recognition has been determined by the order provided for in paragraph 2 of article 5 of Decree-Law No. 54-A/2021, of June 25, in its current wording;

c) The presentation of proof of a laboratory test with a negative result, and this test must comply with the requirements set out in subparagraphs i) or ii), as applicable, of subparagraph b) of paragraph 1 of article 4. of Decree-Law No. 54-A/2021, of June 25, in its current wording.

 

In compliance with the measures set forth in the Resolution of the Council of Ministers No. 2-A/2022, published on the 7th of January, the Directorate General for Health updated on the 9th of January Guideline No. 28/2020 on cultural events, which defines, in paragraph 16, that access to cultural events depends on the presentation of one of the following elements:

i. EU COVID Digital Certificate, admitted under the terms of Decree-Law No. 54-A/2021, of June 25; or

ii. Proof of vaccination attesting to the complete vaccination schedule, proving that the person has been fully vaccinated for at least 14 days, with a vaccine against COVID-19, in accordance with the provisions of paragraph 2 of article 5 of Decree-Law n.º 54-A /2021, of June 25; or

iii. Proof of laboratory molecular nucleic acid amplification test (NAAT) performed in the last 72 hours, with a negative result OR a rapid antigen test performed in the last 24 hours, with a negative result.
